He was charged with causing death by dangerous driving, driving a motor vehicle above the legal alcohol limit, failure to stop at a road accident and failure to report a road accident.
Ms Ockelton died at the scene and her daughter spent time in hospital after suffering a number of injuries.
The family told the Mail at the time: "We are all heartbroken by the tragic loss of Kerry.
"She will be remembered always as a devoted mother to Sam and Jessica and a beautiful, caring daughter to Mick and Brenda, as well as a loving and loved sister.
"Kerry was a fun-loving, outgoing person with everything to live for but who has been tragically taken from us too soon."
Jessica later paid tribute to her mum after being comforted in hospital.
She said: "To the sweetest, strongest, loving and warm-hearted person I have known who was full of life and had a heart of gold.
"Not a selfish bone in her body. No mother could have given her children what she gave us."
Mr Radford has been remanded in custody to appear in court again on Wednesday, December 19.
