He also admitted possessing an extreme indecent image entitled Young Girl's Torture.
The court heard Hayes filmed children for seven years. Some of the footage showed children bound and gagged with handkerchiefs.
Hayes's barrister Anil Murray said: "The defendant has pleaded guilty to all the charges against him. This is a 67- year-old man, with no previous convictions."
Judge Mark Bury told Hayes he will be going to prison but said the court would take his guilty plea into account.
He adjourned sentence for reports and released him on bail.
Judge Bury told him: "The offences you have pleaded guilty to are very serious.
"You will almost certainly serve a custodial sentence for this offence and you should not assume that by my adjourning the case for reports you will be given anything other than an immediate sentence of custody."
Hayes, of Fountayne Street, Goole, will be sentenced at Hull Crown Court next month.
He has been ordered to sign the sex offenders register.
