Both acts have been signed up as part of Hull's Jazz festival and the finale of the epic yacht race, on Saturday, July 17.
The Red Devils freefall parachute team and the Black Cats Helicopter Team will also greet the fleet on their return.
The 10 international Clipper yachts set off from Hull 10 months ago and have completed a challenging 35,000-mile voyage.
Among the boats is the region's own entry, the Hull and Humber clipper.
Councillor John Robinson, portfolio holder for image and culture, said: "The acts are the icing on the cake and I am sure there will be lost of people checking to see if they also spot Amy Winehouse."
The Grammy Award-winning singer has been known to pay surprise visits to her father's gigs.
He will perform at 3.30pm on the Clipper Stage, singing songs from his new album Rush of Love.
Julian Smith, who was in last year's Britain's Got Talent TV show, will perform at 12.45pm as the boats are being berthed.
Crowds are expected to line the waterfront at 9.30am for the arrival of the boats.
