The cheapest region is Severn Trent, at £335.
The new charges will vary for households depending on whether they have a water meter.
Regina Finn, chief executive of the water industry regulator Ofwat, said the increases were driven by inflation.
She said: "Back in 2009, companies wanted bills rises of 10 per cent above inflation. That didn't chime with what customers told us they wanted, so we said they could only increase bills in line with inflation.
"We understand that there is huge pressure on household incomes, and any rise is unwelcome. Inflation is driving these increases."
"We will make sure customers get value for money and if companies fall short in delivering their investment promises, we will take action.
"In the past seven years, we have made companies pay out around £550m where they have underperformed."
The increased bills will help pay for an nationwide investment programme worth about £25bn between 2010 and 2015, Ofwat added.

“We don't want ANY rise. This is what happens when nationalised companies are sold off to private enterprise. It's all about profit and dividends to shareholders with the 'rich' getting richer. Thank Maggie T for selling off all our national resources. Can anyone tell me where we are going to get our next pay rise from. Water, gas, electric, council tax, petrol all going up. Walkers crisps now up to £4.00 for 3 packets at Asda. Won't be buying them anymore. All these companies manage to get a rise, where's ours.”

“I always thought if you run a company and wanted to make improvments the cost came out of your profits. But this more looking after the fat cats in their dividens and hitting the customers.”

“WTH? If the council puts up the Council Tax by 1.9%, which is still a cut in real terms, it gets the wrath of Pickles. Yet these companies can do more than that and nothings said. This government are all for the companies and share holders and have no regard for Joe Bloggs and our falling standards of living. It's scandalous.”

“Add this to the privatised energy and railways and you see what a disaster Thatcher's policies were in this the eighties/nineties. Customers are being asked to fund investment but get no ownership benefits. At the same time these companies are lining the pockets of its shareholders (many overseas) and its senior management. There is of course no real competition in these basic utilities so the government had to devise faux markets (but in water there is not even a pretend market). Would the Labour party lose support if it promised to renationalise these industries?”

“We're in a recession. Where is inflation coming from?
Corporate greed perhaps?”
