THE North Stand project is being managed by NPS, a company part- owned by Hull City Council.

This is not the first time the company has faced criticism for its handling of a development.

NPS was commissioned to build a mezzanine floor in Hull Central Library but failed to obtain listing building consent before the work.

At a planning meeting in December, councillors refused a retrospective application.

NPS Humber Ltd was criticised by councillors, with many insisting the company should foot the bill rather than taxpayers.

Councillor Pete Allen said: "We are paying someone to build something people can't use.

"The cost should be met by the professionals we have employed."
