Dropped cigarette costs Hull man £554
A Hull man has been forced to pay £554 for dropping a cigarette end in Whitefriargate.
Daniel Andrew, 36, of Bricknell Avenue, west Hull, was seen dropping the cigarette end but failed to pay the Fixed Penalty Notice (FPN) of £75.
Hull City Council's Environmental Neighbourhood Nuisance Team brought the case against him at Hull Magistrates' Court.
Andrew failed to attend and was found guilty in his absence of littering. He was ordered to pay a fine of £200, prosecution costs of £339 and a £15 victim surcharge.

“Totally agree ArthurHunt who is the victim!! What about the victims of real crime? Maybe their time would be best spent chasing the aggressors of those people!”

“im annoyed, this is extreme! thiefs go out and rob shops, IF THEY ARE CAUGHT they can either go to court or pay a £40-80 penalty, i do agree he could have paid the £75 bill, i just think the worlds gone mad, so if i walk along the street with me grandson and he drops a wotsit i could be fined , where does this madness end ?”

“I might hang around a council building and get a few pics of the staff that nip out for a smoke and drop there tab ends on the floor. Seriously though, this fine is way over the top, nobody likes seeing litter on the streets obviously but this might get out of hand. And will HCC be using the fine money to provide some sort of bins to safely dispose of the tab ends ? we have bins for rubbish, we need safe bins for tab ends now.”

“I could probably stand on Whitefriargate all day and see 100's of people dropping cigarette butts - can I citizen arrest them and maybe claim 10% of the fine - that would be a cool job.”

“I hope that this litter lout has learnt his lesson and that others who drop their disgusting fag ends in the street begin to amend their behaviour. Just because a piece of litter is small doesn't make it less wrong to drop it so a big well done to Hull Magistrates for giving this fellow his comeuppance.”

“He wasn't forced to pay £554, he chose to pay £554. He was actually forced to pay £75 for trashing our city and rightly so. He should have paid up when fined, instead of ignoring the fine. I hope this serves as a warning to others dropping litter and cigarette in the street, there are plently of bins - USE THEM!”

“How did they find out who he was? He was seen by who?
Half a story as usual HDM.
As another poster said earlier, it's a shame the council enforcement team aren't as proactive with the travellers as they have been with guy.”

“Whilst I agree it is disgusting to see tab ends on the floor, I think the fine is not only excessive but a clear message that you can mug someone and get a slap on the wrist or drop a tab end and feel the force of the law. Very strange country indeed.”
