Ex striker Payton, 41, who also played for Burnley, Middlesbrough and Celtic, was not present when officers moved in on his home in the quiet cul-de-sac.
Payton was arrested and received a caution for possessing class B drugs.
A Lancashire Police statement said: "Police in Burnley recovered 17 cannabis plants following a warrant at an address on Mary Towneley Fold.
"A 41-year-old man was subsequently arrested and received a police caution."
Payton played for City between 1986-92, making 166 appearances and scoring 57 goals.
He joined Middlesbrough for £700,000 in November 1991, which remained Hull City's record sale for 15 years.

“Personally I've always been opposed to legalising cannabis on the grounds that the type of people who want it legalising were very dodgy, usually some politically motivated axe-grinding hard socialist, some loony "liberal" lecturer, out of his head musician or whoever, and I've never ever smoked anything in my life I am very anti-drugs, having had to live with a heroin addict I know what drugs at their worst can do.
But taking Darren's point if it is genuinely (and I mean genuinely - not some dodgy "research" by a vested interest) less harmful than tobacco then legalise it and tax it.”

“Legalize it, control it, tax it. Use the money on schools, NHS, better roads etc etc. Less harmful than booze and users generally do not become aggresive and glass people. And before anyone asks, yes I like a pint and occasionaly a joint. I have friends who grow a similar amount of plants for use amongst friends (for sale) not for pushing on school gates as some naive people on here think. And no I'm not an 18 year old tracksuit wearing chav, I'm 34 a father of 2 and hold a senior management job. All of you shouting for jail for the hard pusher AP haven't got a clue.”

“I agree with Paul, its clear he was selling it with 17 plants he should have gone to prison, as much as I am for legalisation and regulation I believe anyone found to be dealing should be dealt with severely how many times has he got away with it ? he 's probably made thousands already.”

“Prohibition doesn't work Joe , and when the USA abandon that failed policy the UK will follow them . Cannabis is LESS harmful than alcohol ( According to the governments own scientific advisers ) . Making drugs illegal doesn't stop the supply it simply gives money to criminals .”
