Matthew Grove to draw up chief constable shortlist
EAST YORKS: Humberside police and crime commissioner Matthew Grove will today begin shortlisting candidates to become the force's next chief constable.
Applications for the £139,119-a-year role closed yesterday.
The successful candidate will replace the outgoing chief Tim Hollis, who retires in March.
Mr Grove said: "I am optimistic that we will get a good range of candidates.

"We are by no means a failing police service, we are improving, but if people want a challenge and to prove their capabilities, this will be a good job for them.
"There is a long way to go, but my gut feeling is we will end up with a high-calibre candidate to replace Tim Hollis, who is an incredibly hard act to follow."
Interviews are due to take place on January 22 and 23. Mr Grove's chosen candidate will go before the police and crime panel for a confirmation hearing in February.
The panel has the power to veto his choice.

“This man has been smeared by some as a guy who rewards his chums, and whether true or not, he had no right at all to bring even the faintest whiff of cronyism to the position of police commissioner . Now,whatever happens or whatever he does, the majority of people who he is supposed to represent think its just jobs for the boys, and any respect or faith is evaporating fast.
Surely there are those above him who can see how all this now looks, and perhaps subtly suggest Matthew and his chum resign, as his decisions, whether right or wrong will be forever questioned as if he had any ulterior motives in making them.”

“Although the Government, ie the Home Secretary has made remarks about opening up senior appointments in the Police, they haven't yet done it. So any appointee has to be a serving warranted officer of high rank who has successfully passed the senior command course and is on a list of suitable appointees, effectively pre-vetted by the Home Office and HMIC.
That rather narrows the field, especially as many Forces are currently looking for a new Chief Constable or will be very soon.
This being a Schedule 8 appointment, rather than a Schedule 1, which the DCC was, the Police and Crime Panel could veto an appointment on a two-thirds majority but they can only do it on one occasion, that person is then prevented from being appointed. A second choice cannot be vetoed although the Panel may advise against the appointment. (Note to "outraged of...pick any East Riding village of note", the Government made these rules up, not any of us poor devils on the PCP!)
The fact that the Panel itself is still arguably improperly constituted because of the intransigence of the three non-Hull Authorities potentially rather undermines its credibility. If a veto were to be exercised it renders it open to legal challenge, a point the City Council recognised in the Resolution it passed unanimously at its December 2012 meeting calling on the Secretary of the Panel (ie NELC) to rectify the situation in accordance with the relevant Statutes and their accompanying Guidance.”

“The job will go to the Deputy Chief Constable just as it did when Westwood was a Deputy in the 90's. Leonard and Hall before him were Humberside in***bants and the force appears unable to risk getting new blood in.
Tim Hollis was a refreshing change to this and made a whole heap of difference but I fear the PCC will be risk averse and want to go for another safe bet. He'll pick someone home grown with all the failings of an incestuous career in Humberside Police.
A new Chief will only smell the stale air if (s)he comes in from the outside.”
