Police say the Renault Megane crashed into the back of the Passat.
A spokesman for Humberside Fire and Rescue Service said: "There were two males trapped in the back of the Passat and the easiest way to release them was to remove the roof.
"That made it a simpler job for the paramedics to treat the victims.
"There was a good working relationship between the emergency services."
The drivers of the both cars were uninjured.
The westbound lane in Spring Bank West was blocked, which caused some traffic delays, but the road was cleared and reopened at 1.40pm.
