MOTORISTS in Hull are being urged to top up their parking tickets by phone to avoid being fined.

Council officials believe few people are aware of the remote payment system that was launched last year.

New figures show about 200 penalty notices are issued every month in the city to drivers who exceed the permitted waiting time.

Under the system, motorists can extend the time on their parking ticket using their phone to make a top-up payment without having to return to their vehicle to buy a new ticket.

Richard Townend, the city council's highways network manager, said: "The system has been in place for a while now but many people probably aren't aware of it.

"We tend to find it is well used by visiting business people who are used to similar parking systems elsewhere in the country but we suspect many people who just want to pop into the city centre to shop don't know about it."

Information about how to use the top-up system is displayed on every parking meter.

Mr Townend said: "It is very easy to use and is very useful if you happen to be in the middle of a meal at a restaurant or attending an event.

"The payment is logged using a special code.

"Through their own hand- held computer, every enforcement officer is able to check whether a ticket has been topped up with a payment when they are checking a vehicle."

Councillors on the city's community safety scrutiny commission heard the other most common parking offences included drivers failing to display parking tickets properly.

    All you have to do is search the City Council Website for details:
    'Parking payment'-nothing
    'top up parking'- nothing
    'parking extension'- nothing
    And so on; The Council has not gone to very much effort to publicise this.

    Do you mean I have to go home to do this? It would be easier to to go back to the car. I suppose I could use a telephone kiosk; there are still several around the city but sometimes not easily located. What's the number?

    Do people parking cars in the city have to fill in a questionnaire? If not, then what is the justification for this assertion?

    So the less you use the system, the more you will know about it. That does not seem to be a logical assumption.

    Total number of parking meters in Hull- 0.
    All right, that's a cheap shot; you probably mean Pay and Display ticket dispenser. However, there is more information on these things than people are prepared to read already. I'm sure that all that motorists read are the charges and the time. Perhaps we should read everything we come across just in case there is something that later proves useful.

    Is that on the ticket dispenser as well? Would the car registration number be useful?
    I find a telephone kiosk, ring the number I don't have and the City Council takes a payment from me using a special code. Do I put the money in the coin box? The Council doesn't own the telephone system any more. Do they expect me to have a credit or debit card? What if I don't?

    Oh, (mock enlightenment as realisation dawns) the council expects me to have a mobile telephone and some form of remote banking as well as the foresight to note the necessary numbers just in case my stay in the city is longer than I originally expected. Yes, I can see that might be useful. Perhaps they could tell people about it.”
