Police commissioner to hear why Paul Robinson should not be his deputy

Humberside police and crime commissioner Matthew Grove will today be told why a fellow East Riding councillor should not be appointed as his deputy.

Members of the police and crime panel last week recommended Paul Robinson was not appointed to the £45,000-a-year role.

A statement issued by Councillor David Rudd, chairman of the panel, said members were concerned about the "capacity and experience" of Mr Robinson to dedicate enough time to the job.

Mr Grove, who said he was "astounded" by the decision, is expected to be given the panel's full reasons today.

As the panel has no powers to veto his choice, Mr Grove could decide to ignore members' recommendations and hire Mr Robinson.

He said: "Despite my frustrations, I made a commitment to the panel to carefully consider their decision and will therefore wait to receive their communication before making any further comment."

    “It will be interesting to see what the backlash will be. I can't see Parnaby allowing Rudd to continue on the police panel having failed to stop Matthew appointing Paul.

    Having been to the Panel meeting, I will be interested to find out on what basis these people, none of them elected, criticised the proposal from the elected Commissioner that Paul should be his deputy.”

    There is no backlash against Prescott! He won easily in Hull and several other areas with ease. It was decided in one area, East Yorkshire, where a donkey with a Blue rosette would be elected by the countryside Tory brigade. Prescott would never be elected in EY in any election!”

    “I also found this piece, and the followup confirming Robinson's appointed, somewhat biased when reading it.
    Now the guy has been chosen, I think if he is given/agrees a list of objectives for his first year in office and this is scrutinised at his review in a year's time, then that's the objective way of dealing with this.
    Is the panel prepared to publish what its concerns were? And HDM quotes Grove as saying there was only 30 minutes for the panel to question him - could they not have asked for more time if they felt the need?
    As this is a new thing I suspect the first year and actions of all PCCs will be examined a year after the elections in the press quite heavily.”

    “I read the press to see that we have both a Police and Crime Commissioner and that Mathew Grove has appointed a deputy from his budget, with a salary of £45,000. As his first act
    Having watched and listened to the candidates, no mention was made of a deputy .
    One would believe that a public appointment (paid by us taxpayers) would be publicly advertised in the search for the very best candidate, one with police experience, or used to such a massive budget, instead it has been given to a political supporter, and in return for services rendered in canvassing during election.
    According to Mathew Grove "it's a full time and demanding roll" yet deputy , Cllr Paul Robinson has maintained that the roll of a councillor is also a full time roll.
    The very obvious conflict of interest is recognised by the council leader S. Parnaby , as the council scrutinise the police. The commissioner M. Grove is to resign, but his deputy doesn't see the same position as a conflict of interest . Financially claiming salary , allowances and expenses.
    I wonder how many rolls a single person needs, Deputy P.C.C. , E.R.Y.C. councillor, Gilberdyke parish councillor and his own business . It will not be easy working out the work , while multitasking across so many rolls.
    The job is a backhander for services rendered.”

    “The bottom line here is, will two tory councillors, who are only in this job because of a backlash vote against Prescott support the people of this area who clearly want more police on the streets and tough action against criminals, or support this ridiculous goverment in cutting police numbers and services? Once again the people who matter ie the public of this area have to sit and watch while more dodgy politicians milk the system for their own gain.”

    “It is usual in management and military roles to have a deputy who can take over in the event of serious illness or some other such event. Having written that I do think Mr Grove has jumped the gun a bit here. The guy in Lincoln is not having a deputy, so why does Grove require one? Perhaps Mr Grove should have assessed the workload required before announcing that he required a deputy. The deputy does not require to be a member of his own political party. Why not try and develop one of his administration staff.”
