Anger at 'never-ending' fly-tipping problem in west Hull alley
RESIDENTS are angry about the state of a passageway in west Hull, where fly-tippers have dumped old furniture and dirty needles.
The pathway in Anlaby Road, which motorists and dog walkers use to cut through from Coltman Street to Saner Street, is an area locals try to avoid.

And they say as soon as Hull City Council clear up the mess, the problem returns.
Paul Spencer, 46, has been living in a block of four flats next to the alleyway for more than four years.

He said: "I've complained a number of times to Hull City Council but it's an ongoing problem.
"People can drive through the passageway and it's one reason large items are dumped in the area.
"We also have an issue with groups of youths drinking in the alleyway and they regularly push sofas up against the fence and set fire to them.
"Nine times out of ten, when I wake up in the morning, there is something new out there that has been dumped.
"There's a mattress out near the car park at the end of the passageway at the moment and the needles have become more of a problem."
Mr Spencer said people have been mugged down the lane.
He moved in with his partner Donna, who already lived in the flat, and said the fly-tipping and antisocial behaviour has been going on for years.
There are two blocks of four flats and all of the occupants share one large yellow bin, which Mr Spencer says is not enough. "We need more than one bin. People leave bags on top of it because it's full and that's when the problem starts," he said. "Others come and split them open to have a look at what's inside and then throw the rubbish all over the place.
"If the bin collections change to every two weeks, it will get a lot worse.
"The bin is always full by the end of Monday and it doesn't get collected until the Tuesday.
"The rubbish is then blown all over the car park and I have had to clear it up in the past."
Mr Spencer said he would like to see the passageway blocked off at the Saner Street end to help reduce the problem.
He said: "Something needs to be done about it because the issue is never-ending."

“There are numerous cheap, good quality, battery/ motion operated cameras on the market, place the camera/ cameras in discrete areas and hope for the best,!! worth a try in the short term, at least until something is done to restict access the the area for non residents.”

“Seen an ex yellow council tipper coming out of there a few times with wood boards on the back so they are over flowing with materials and also both loaded and unloaded....loaded because someone was in the area probably on the first pass.”

“The traffic down this tenfoot sometimes is like a side street,and not all drive slowly kids are at risk of being knocked down due to people going to fast especialy at sanner street end where the kids cross to catch the bus on anlaby road.
Blocking the tenfoot off would stop this and and if people knew this their is no need for any one to be down there if not a resident.Its used as a cut through by traffic because you cannot turn right on to anlaby road from sanner street and also cannot turn down sanner street from over the flyover, if we had security gates at each end this would solve all the problems but no one wants to chip in.”

“tips should be able to take rubbish at cheap rates as you tip, then maybe they could turn up and pay a menial fee which is cheaper than the clear up and less pain for others.
Then make fly tipping carry a massive fine and jail as a minimum plus vehicle consfiscatd”

“I and my neighbours have used the councils large item collections many times. They always turn up and booking a date and time is very easy. There is no excuse for fly tipping.”

“He could try setting up a Residents Association with his neighbours and they in turn could try setting up a youth club or a community recycling scheme to raise esteem and living conditions but I guess we don't live in a society like that”

“How will blocking the alleyway at one end help, people will simply drive in the other end off Coltman Street to dump stuff.
The main reason for the alleyway is not as a cut through but access to garages and land at the rear of properties facing Anlaby Road.
And wheres the link between muggings and fly tipping??”

“I had an old sofa i phoned council to come collect i was given a time and date. phoned them back as they didn't show up. apparently if the rubbish isn't in your front garden they wont come collect it. what a waste of space council is. i do wonder why i even pay it. eventually i took it to the tip after chopping it into small pieces to fit into my car. point is. council still had to dispose of it regardless of how it got there. so why didn't they just take it in the first place? no wonder people fly tip.”

Why is recourse to crime always given a justification?
Why not simply produce less waste or - and I know that this is the last thing people want to do - simply obey the rules?”
