The council said snow drifts and ice were causing problems across much of the county.
John Skidmore, of the council, said: "We did a full treatment of the main network at 2.30am. There's a shift change now and the guys will be going out again in 20 minutes' time.
"However, snow is sticking to treated network even where we have salt on."
Snow showers are expected to continue across East Yorkshire into the afternoon.
Wintry showers and sleet are forecast for Hull this evening.
A Met Office severe weather warning is in place until 11am.

“"Treacherous"
*sigh*
It's weather. It is not capable of treachery. Or betrayal. Or letting you down.
It can be dangerous, hazardous, potentially fatal etc.
But never "treacherous"”

“Quite amusing that the cyclist in the photo appears to have no problems with what is, after all, merely weather.”
