Police forced their way into the back of the man's house before conducting a search.
Sergeant Jules Hart said the man was asleep upstairs when the team entered the house.
"By going in the back door, we went straight past the toilet, which people often use to dispose of the drugs," he said. "He seemed extremely surprised to see us."
An industrial-sized safe was also found in the house as police carried out detailed searches of the houses.
Two police vans and between ten and 15 officers were involved in the raids.
Police applied for two Misuse of Drugs Act warrants after receiving information about drug dealing in the area.
Chief Inspector Dave Houchin said the officers were looking for any signs of drugs or drugs paraphernalia.
"The first team is there to gain entry and make the building secure before a search team can then enter," he said.
"With every raid, we try to ensure we have the element of surprise and it seems, with this case, we had just that."
The raids end a week-long campaign by police and partner agencies across Hull to raise awareness of the legality and dangers of usage of mephedrone (M-cat).
