Traders to give ideas to extend free parking

TRADERS and town and parish councils across the East Riding have been asked to consider funding ideas to extend free car parking to an hour.

Last week East Riding Council's long-awaited review of car parking recommended imposing charges in 15 council-run sites where motorists can currently park for free.

In a concession, the review panel said drivers should be allowed to park for free for an initial 30-minute period at the sites in Anlaby, Cottingham, Hessle, Pocklington, Stamford Bridge and Willerby.

It also called for any introduction of new-look charges to be deferred for at least two years because of the recession.

Now traders and town and parish councils have been invited to work with East Riding Council to see if funding could be found to extend the 30-minute period to a full hour.

Butcher Brian Fields, from Anlaby, who gathered thousands of signatures protesting against the charges, said he would be prepared to consider other proposals.

He said: "I would be glad to look at anything with the council to make sure that we can continue to have free parking in our villages.

"It is vital that we don't lose our shopping areas, and I would be prepared to consider any ideas put forward by the council."

The Mail's Park the Charges campaign saw traders and motorists come together to oppose the introduction of charges.

Councillor Matthew Grove, cabinet portfolio holder for highways, said the two-year delay in bringing in the charges allowed time for "local solutions" to be brought forward.

"I think the panel has gone as far as it can to treat the East Riding fairly and evenly.

"However, there are always opportunities over the next two years to allow input from communities to see if that half-hour period could be extended."

Cllr Grove: "It might be somewhere like Cottingham or Hessle can come up with some joint funding with local traders to make that happen. We are and always have been open to suggestions."

Panel chairman Councillor Felicity Temple said the current recommendations, which also include reductions in most existing short-stay parking charges, would not see the council break-even financially for another five years.

As a result, she said parish and town councils, together with traders' associations, would have to come up with extra funding to extend periods of free parking.

    “I have heard from my local councillor I've known for years who is close to those running the council (Parnaby). He has told me the chief exec is after retiring this year with approx. £500,000 handshake!! It was only last year he got a pay rise because Parnaby said he was indespensible, yet this year Parnaby is willing to let him retire early. HDM should investigate this and their special allowances and extra allowances for being on Police boards etc and print a list of their full income i.e. basic allowance plus the extra external allowances.”

    “In Hornsea we are really feeling down. ERYC and our own Town Council have agreed to let TESCO build a super store with free parking ( rumour has it they will be paying reduced rates.) At the same time one of our Clrs. Barbara Jefferson has recogised that these are difficult economic times for our local traders and has organised a talk to tell our local business people how they can improve. At the same time Hornsea Council and Barbara are buying an old church for £100,000, have engaged top designers and will pay £500,000 to refurbish the old church to turn it into a tea room where our local councillors can drink , natter and shelter from the rain ( all paid for by us the local residents over 25 years). Is this why car parking charges are going up?”

    “Why do we have a council Cheif Executive on £161,000 per year if we need to ask others to come up with the ideas? Coun. Groves you are in charge of fixing the roads so please do so and not bother with diversionary stories.”

    “It is a cop out. Ask turkeys to vote for Christmas. The nett profit after expenditure on ticket machines and wardens etc from car parking charges, would only be £9,000 for the entire county! Is this really worth pushing just one shop out of business remembering what they would pay in business rates and taxes through employing staff.”

    “I say car owners should pay a pro rata charge for the land they occupy whilst parking. Yes, a rent to park your car on public land. This strikes me as obviously the only solution to this problem. So slob mobiles get ready to pay big time.”
