'The city has been paralysed by roadworks'

We obviously know roadworks have to be done, but this is a very difficult situation.

We all understand why we have to have roadworks but more should have been done to plan for them properly – why can't they have been staggered rather than all coming at once?
It is wholly frustrating for shoppers and traders.
