Mr Ellerby, pictured at the site, hopes to transform the former caretaker's house, located next to Frodingham Infant School, on Rowland Road, into the community building in two years.
The Frodingham ward councillor wants to turn it into a community building which could be used to hold police, council and social services surgeries and meetings for disabled groups.
