MATTHEW Grove told city councillors funding cuts to the police also offered opportunities to deliver services differently.

He said: "There are opportunities to come out of the need to reduce spending. We have no choice because, as a country, we have been spending more than we have been getting in.

"We need to rise to the challenge of how we can work more effectively with fewer resources.

"I do not think the answer to every question is throwing more money at it. I think that was the problem in the past.
