EAST Riding Council leader Stephen Parnaby says he is "delighted" deputy police and crime commissioner Paul Robinson has decided to resign his seat on the authority.

Cllr Robinson has announced he will give up his seat representing Howdenshire at the end of March after initially saying he wanted to stay on as a councillor, despite being appointed to the £45,000-a-year role.

He was roundly criticised for his stance at Wednesday's full council meeting when most councillors voted to support a motion describing his dual roles as "incompatible".

Cllr Parnaby said: "I am delighted Paul had decided to do this and bring the matter to a conclusion.

"I believe it is the right decision and it's now time to move forward.

"It puts a lot of credibility back with the office of the police and crime commissioner.

"I am sure there are still bridges to be built between us but this allows us to get on and do that."

Cllr Robinson said Wednesday's meeting had been a turning point after initially offering to give up his £10,700-a-year allowance as a backbench councillor while staying on the authority.

He said: "I thought about it again after the meeting and decided the next morning that, in the circumstances, it would be best to resign.

"The barriers to doing my job would have been political, rather than anything involving the officers and the way of the council functions from an administrative point of view.

"What I watched on Wednesday was an orchestrated attack on me by the political elite at County Hall, which was very personal."

George McManus, chairman of the Beverley and Holderness Labour Party, said: "Cllr Robinson has finally made the right decision.

"I believe he had little choice but to resign."

Police commissioner Matthew Grove has already announced his intention to resign his East Riding seat later this year.

He said: "It is very much Paul's decision but I understand why he had made it.

"I think it will be a sad loss for the residents of Howdenshire because Paul has been one of the most effective councillors in recent years.

"I personally believe he could have continued because I did not feel there was a conflict of interest.

"I believe what finally prompted him to do what he has was that he realised he could not meet the needs of his residents because he was being shackled politically.

"It is a sad day for local democracy that residents are not allowed to be represented by the people they have voted for by the actions of others."

    “Robinson may have made the right decision in the end but it was one arrived at under duress. His judgement was flawed and it is therefore worrying to think that he is in such an influential position. Mind you the only reason he's deputy commissioner is because he's Byker Grove's mate. As Americans might say - it sucks!”

    “Patrick, the office of the PCC has two ex senior police officers to advise the PCC on the appointment of a new Chief Constable.The deputy has no formal role to play in the decision. You might well ask how the bunch of councillors and a few others who made up the previous Police Authority made appointments.

    The most worrying part of the appointment is whether or not the PCP will play politics and veto whoever is chosen - I can quite see that happening given how low the politicking has stooped so far.

    To Feddup, give me one instance of nepotism around this subject. The whingers in this debate keep making claims that lack evidence to support them - someone else claimed that Matthew has been "corrupt", but when challenged went quiet on us.

    Arthur, what examples of nepotism do you have then. You also talk about a "phantom job". Clearly you didn't follow the debate across the country as to which potential commissioners would appoint a deputy. As far as I am aware none of the candidates in our area nominated who their deputy might be, but I believe one said that they could do the job on their own. I do however believe that there is a lesson to be learnt here in the future and that the election should be for a commissioner and deputy as happens in the US where both presidential candidates nominate who their vice president would be.

    Kirsty and Phil, I like the word constructive - it is about making something of the situation you are in. Any idiot can claim that something won't work, but being successful in what you do is making difficult things work. I know Matthew Grove hardly at all but I have had a number of meetings with Paul on local issues and I find that he has energy, enthusiasm, integrity and brings a constructive influence. I wonder how many of the people who feel qualified to knock him have been in as many meetings with him as I have in trying to resolve local difficulties for our communities, for which we are not paid one penny.

    And finally, compare two politicians with another two from the same party. Ed Miliband and Ed Balls are constantly on the television knocking the government - too deep, too far, too fast, too slow etc. Compare these two defeatists with David Miliband and our local MP Alan Johnson - David and Alan tell you not what won't work but what will. Yes, Ed and Ed will appeal to the whingers and moaners and groaners in our society and that I believe is why Alan and David sit on the back benches away from the policies of negativity and defeatism.”

    What a world he looks at through his blue tinged glasses, a world where he is always right ( and always has been ).

    So us sensible people who do not like cronyism and nepotism are whingers and not doers. Really? Or do we just live in the real world? We who disagree with him are failures. Really?

    I wonder how many people on here know the whole truth and nothing but the truth of the Robinson/Parnaby saga?”

At least their devotion to messers Grove and Robinson is clear to see and I respect their views (terms and conditions apply). Both seem to have successfully avoided a sense of humour. Perhaps they will address the immediate concern of how two unqualified backbench councillors will take the decision to appoint the Chief Constable and to what extent will they try to bring the Police and Crime Panel on board to endorse their chosen one.”

    “Well, a lot of it's been said already. Nepotism and cronyism have no place in a democracy, neither do 'phantom' jobs which did not exist at election time. If a deputy was really needed (and I do not necessarily disagree with that) but the position should have been up for election too.

    As usual the whole thing stinks and I'm glad even the Tories have woken up to the fact that this is unacceptable behaviour.

    Attitudes are everything and if people think we will let someone take the p*ss and get paid for doing two jobs - forget it. There are plenty of unemployed who would do a much better job than the current incumbents anyway.”

    “by Roy Hunt and g7viz, I could not agree more.

    And expanding on the much wider context of Humberside's woes. I believe Lord Heseltine this week equally hit the nail on the head in voicing his concerns on BBC Radio Humberside, when he said Humberside is being held back by "deep seated problems" for which "there are no simple answers".

    Heseltine went on to promote the "need to rise above the pandering to local pressure groups" and the "need for a culture of co-operation".

    All well and good and indisputable rhetoric from Lord Heseltine!

    But before he or anyone else in Humberside can accomplish anything and move forward. Before Humberside can go on to attract, compete for and win the much needed influx of public and private investment, business AND jobs.

    First and foremost, I suggest what Heseltine and this region crucially need- from the top down - is a massive injection of talent, energy, calibre, integrity and constructive influence!

    AND nowhere moreso than within the unduly divisive and damaging grubby politics and parochialism that self evidently have and continue to blight Humbersides wider interests!! IMHO”

    “g7viz - I think we all know that whingers are not doers.

    There are those with a positive mentality who try and make a difference and those with a negative one who seem unable to do much but moan about their lot and all around them.

    Many with a negative mentality don't realise that it is their attitude that leads them to become failures in life and thus can drive them into further depths of negativity in a downward spiral. Who wants to employ and promote somebody who spends their life moaning about everything around them.

    Then we have those, like Patrick, who are so desperate to be negative that they base their moans on things they have invented that are completely untrue.

    Of course, jealousy of what some people achieve in life is just another form of negativity that can become all consuming.

    I wonder how many critics of Matthew and Paul agree that if a senior council officer chooses to take early retirement from a very well paid job with a very good pension, the council should gift them a huge enhancement to that pension running into hundreds of thousands of pounds?

    I ask this question because the fact is that Paul voted against these payments and in so doing fell out with Parnaby and those who support him. As Kirsty and Phil point out - the vote last week was nothing at all to do with conflict of interest because the monitoring officer ruled that there was none - it was no less than punishment for voting against the Tory whip on the pension enhancements being handed out.

    And, by the way, there is no "exclusive responsibility" in being the PCC. We all have multiple responsibilities to our different roles in society and to our friends and families.”

Have any of you been a school governor, a parish councillor, a scout/youth club leader, a prison visitor, a member of a club committee, etc. etc.? Or do you just spend you time telling the people who are active in their community that they are doing it wrong? Just asking!”

    “KirstyandPhil, now that ex-councillor Robinson has done the second best thing how about turning your attention to the Commissioner himself. First he said he would resign in the new year now the report is that it will be "later in the year". Why have these people got to be hounded into doing the right thing. It was wrong for Robinson to keep his seat but we have no idea when the organ grinder himself will do the decent thing. So he continues to use ERYC as his cash cow and it is clear he will only resign when he is shamed into recognising his exclusive responsibilities as PCC.”
