Campbell, who scored 15 goals on-loan at the KC Stadium last season, had been the subject of a club-record £7m bid from the Tigers.
But rather than cash in on the 20-year-old hitman, United have opted to sell him to Spurs as part of the deal to sign Dimitar Berbatov.
Berbatov is currently at Old Trafford thrashing out a contract with the European champions, who have included the England under-21s star as part of a package believed to be around £37m.
Tigers chairman Duffen confirmed to the Mail that the club's bid had been unsuccessful, but did not eloborate when asked if they had an alternative up their sleeve.
Duffen also confirmed that the Tigers will not be off-loading anybody before the transfer window.
